“上午刚刚受理,下午就能领到证,给我们企业节省了一大轮时间!”9月17日下午,龙湖地产开发总监黄欣拿到不动产权证书。据悉,这也是福州市推行“交房(地)即发证”政策以来发行的首本不动产权证书。

我市交房即交地发出首本证

黄欣表示,这宗位于仓山区凤冈路的地块是龙湖集团于今年2月通过土拍竞得。“按照原有的工作流程,至少需要8个工作日。现在一天之内就能拿到证。”

据悉,依照原有的流程,企业在发证之前需要进行为期5个工作日的前期调查,办证环节还要耗费3个工作日,也就意味着企业在交地与拿证之间至少需要8个工作日。16日,交房(地)即发证工作方案正式出台,实现了交房现场颁发不动产权证书和土地交付当天颁发不动产权证书,大大简化了相应流程。

市不动产登记和交易中心综合登记处处长吴培中表示,土地出让前,市自然资源和规划局便先行进行“多规合一”选址会商,由市不动产登记和交易中心协助核实地块权属情况。确认权属无纠纷、原土地权利证书已注销、界址清楚、面积准确、土地出让金及相关税款缴纳完毕的情况下,为用地单位在土地交付的今天同步办结不动产登记,颁发不动产权证书。
