22日,省自然资源厅印发《福建省自然资源厅“要素保障服务年”活动工作方案》,决定全力提高服务效率,提高服务质量。自2021年2月至12月,力争用地报件一次性通过率达80%以上,报批平均用时比上年度减少15%以上,批而未供和闲置土地处置率达 20%以上,全省一般不动产登记和抵押权登记压缩到3个工作日内。

年底前全省上线运行不动产登记、申报纳税等“一窗受理”平台,并与自然资源部不动产登记“一窗受理”平台关联,市县根据实际情况进一步优化相关审批流程。

省自然资源厅表示,今年将大力推进用地智能化审查,优化自检功能;选址意见书直接与电子证照关联,将耕地占补平衡前移;违法用地通过执法监管系统审核把关,上报用地不再提供处罚材料。全省探索推进用地审查信用制和工业用地“收储制”,每月通报用地报批情况。

县级将直接受理用海申请,招拍挂出让的用海项目、用海论证报告通过专家评审并完成价格评估后,直接编制出让方案,海洋环评批复不再作为用海审批要件。
